OUTLAW

The outlaw flag on a player creates the effect of an outlaw raiding
a town. Any guards in that town that are normally non-aggressive will
target any player with the flag. Any shop owners will yell for the
guards to help. The only way a player can be pardoned is if a god
removes the flag.

This flag isn't currently in use.
