APPROVE

God and avatar only.

Syntax:
approve        - lists characters waiting for approval
approve <name> - approves/disapproves a name

The approve command is used to allow or disallow a players name. Name
approval is required to progress beyond level 9.

The approve command, when used without parameters, will show all players
that are online with unapproved names.
